Soutenir le rôle des volontaires émergents lors des catastrophes : Un examen des inondations de 2021 en Colombie-Britannique

Les volontaires émergents jouent un rôle essentiel dans le soutien apporté à leurs communautés locales en cas d’urgence ou de catastrophe. Souvent, les volontaires émergents se retrouvent comme les premiers sur place, des forces immédiates de renforcement des capacités qui comblent les lacunes laissées par la portée et le calendrier de la réponse “officielle”. Malgré leur présence inhérente pendant les crises, ces bénévoles ont tendance à ne pas être officiellement reconnus ou intégrés dans la réponse plus large. Dans cette étude, nous passons en revue les différentes réponses émergentes lors de la catastrophe des inondations de 2021 en Colombie-Britannique et évaluons leurs rôles respectifs, leurs forces et leurs faiblesses, et identifions leurs caractéristiques communes. Cette analyse vise à informer l’emploi de cadres de gouvernance collaborative potentiels, à savoir le modèle de collaboration de la Constellation (CCM) et le modèle Johnson, qui apprécient et soutiennent concrètement les réponses émergentes des volontaires lors des catastrophes. Les initiatives de préparation sur le terrain et les modèles de gouvernance qui reconnaissent la présence et l’utilité des intervenants émergents peuvent promouvoir une relation de collaboration, de sécurité et de soutien entre les bénévoles et les autorités gouvernementales pendant les situations d’urgence. Ces initiatives mettent l’accent sur l’efficacité grâce à une approche de la gestion des urgences qui s’adresse à l’ensemble de la société. Avec l’intensité accrue des catastrophes climatiques, le moment est venu de jeter les bases de la prochaine génération de systèmes de gestion des urgences qui reconnaissent le rôle des volontaires émergents.
