L’attentat à la fourgonnette de 2018 à Toronto: Comprendre le désastre en examinant la vulnérabilité, les tactiques et les motifs

Le 23 avril 2018, un assaillant a conduit une fourgonnette le long de la rue Yonge et de ses trottoirs à Toronto, percutant à dessein des piétons. Dix personnes ont été tuées et 16 blessées. Les gestionnaires d’urgence dans les centres urbains canadiens devront faire face à l’occasion à des désastres médiés socialement tirant leur origine d’actions antisociales prises par des extrémistes violents et motivés idéologiquement. L’attentat à la fourgonnette de Toronto a été un meurtre de masse à séquence rapide troublant, particulièrement dépravé vu le grave niveau de violence et le ciblage spécifique de femmes. En tentant de comprendre le désastre, cet article explores des enjeux de vulnérabilité, tactiques et motifs reliés à l’attentat à collision véhiculaire. Il est suggéré que la menace endémique de la violence liée au genre doit être reconnue, la prévention du crime au travers de la conception environnementale et le durcissement de cibles basé sur le contre-terrorisme peut fonctionner afin de réduire les risques, l’échec de l’imaginaire menant à la négligence des menaces criminelles et terroristes doit être évité, et toute mesure de sécurité pour défendre les piétons doit être proportionnelle avec le risque réel présent.
